Workspaces: Per-machine overrides

When a shared connection needs to point somewhere else on your machine, override it locally. The override is written to connections.local.json, which is the only file that write path touches — the ordinary connection editor always writes the shared connections.json, so it is never ambiguous which file an edit landed in.
