sqlmc_list_coverage: Progress and long calls

The scan reports MCP progress notifications — completed, total, and the database currently being read. A scan of forty databases is minutes long, and a caller with no signal cannot tell a slow scan from a hung one, which is how a caller decides to call again and doubles the connections.

If your client surfaces progress, show it. If it does not, do not retry on silence.
