The test is what the work is for, not how much you use.

| An organization that needs more than 25 Pro seats, or needs organization-level controls | Enterprise |
The test is what the work is for, not how much you use. If you would be paid, or your employer or a client benefits, it is work and needs Pro, even if you only have two servers. A lone DBA at a large company needs Pro; Enterprise is there when the organization needs what Enterprise adds, and is required beyond 25 seats.
